Academic Conference of the Society of Construction Law Poland and the Department of Economic and Commercial Law, under the Honorary Patronage of the Regional Chamber of Attorneys at Law in Wrocław

On 9 December 2025, the Faculty of Law, Administration and Economics of the University of Wrocław hosted an academic conference entitled “Tools Supporting Efficient Project Delivery”, organised by the Society of Construction Law Poland and the Department of Economic and Commercial Law. The conference partners were the Lower Silesian Chamber of Commerce and the Business Law Student Society. The Regional Chamber of Attorneys at Law in Wrocław granted its honorary patronage to an SCL Poland initiative for the second time, following the event at the Bristol Hotel in Warsaw on 8 October 2025.

The choice of the theme for the second conference — “Tools Supporting Efficient Project Delivery” was no coincidence. It reflected the needs of business practice and suggestions from participants in the first conference and newly admitted members of the Society. The conference brought together legal academics, practising lawyers actively involved in addressing challenges in the construction and development sector, and people performing a range of roles in project delivery, including engineers, site managers and project advisers.

Law students also took part, with members of the Business Law Student Society helping to organise the conference. We are delighted that future professionals studying at university are showing an interest in the Society’s ideas and the topics discussed.

The conference was aimed at construction companies, contractors and subcontractors, clients, developers and everyone interested in the subject. Its purpose was to present the different perspectives of those involved in construction projects and practical ways of using tools to support delivery, creating a forum for the exchange of views, experience and knowledge among participants in the construction process.

One such tool is the SCL Delay and Disruption Protocol. Robert Moj discussed its practical application in supporting construction projects.

Alongside the engaging academic presentations that formed the first part of the conference, a panel discussion brought together lawyers representing different parties and stages of project delivery. The panellists were Ewelina Czerniawko-Karcz, Director of the Contract Law Department at the General Counsel to the Republic of Poland; Dr Maciej Skory, an attorney at law with extensive practical experience in the construction sector, as well as an academic and arbitrator; Court of Appeal Judge Dariusz Kłodnicki; and Jarosław Wiśniewski, an attorney at law representing the contractor Mostostal Zabrze S.A. The discussion was moderated by Jakub Żelazny, who invited the panel to consider contractual penalties, their amounts, and the rules and timing of their assessment — in practice, one of the most commonly used mechanisms intended to support efficient project delivery.

The panellists readily engaged in debate, responded to each other’s remarks, drew on practical examples and even put forward innovative propositions. This made the session particularly lively and engaging for the audience, whose members also offered comments and asked questions.

The success of the second conference of the year confirms that the Society of Construction Law Poland is an organisation for everyone who wants to be part of the dialogue between those involved in project delivery. It was a valuable meeting, offering practical knowledge, different perspectives and inspiring discussion.

The Society extends its special thanks to the Regional Chamber of Attorneys at Law in Wrocław for granting its honorary patronage to the event for the second time, to the Faculty of Law, Administration and Economics of the University of Wrocław for the opportunity to co-organise the conference at the university, and to the Lower Silesian Chamber of Commerce for its substantive contribution. We thank Tomasz Scheffler, President of the Regional Chamber; Professor Jacek Przygodzki, Dean of the Faculty; and Michał Łuczak, President of the Lower Silesian Chamber of Commerce, for their support and assistance, without which this engaging event would not have been possible.

SCL Poland hopes that this fruitful cooperation will continue on an even broader scale in the coming year.
