The Society of Construction Law, Poland with its registered office in Wrocław was established by unanimous decision of the Founding Members at the founding meeting on 21 January 2025.

Stanislaw Koziarski
Chairman of the Board
Stanisław Koziarski is a civil engineer and a licensed member of the Polish Chamber of Civil Engineers. He holds unlimited professional qualifications for both the design and execution of construction works. Since 2007, he has been a partner at Thomas-Koziarski Consulting sp. j., a consulting firm specializing in Claim and Contract Management in the construction sector. He has held management roles in companies operating in general building, road, and bridge construction. As an expert, he focuses on delay analysis and financial engineering in the execution of infrastructure projects, particularly in the oil and gas industry, energy sector, transport infrastructure, and building construction.

Maciej Skory
Member of the Board
Partner in the IURICO Skory and Soltys Spółka Partnerska Radców Prawnych law firm. He completed full-time judicial training and has been a legal advisor since 1999. He holds a doctorate in law and is employed at the Department of Economic and Commercial Law at the University of Wrocław as an assistant professor. He specialises in commercial law.
a) Provides legal assistance to domestic and foreign enterprises and international corporations, including, among others: banks, other entities from the financial services market, construction companies (including the largest infrastructure investment in Lower Silesia financed with EU funds, financial operations exceeding PLN 500 million, a key investment in the mining industry exceeding PLN 800 million. Europe's largest US investment in a resource recovery company (urban mining), road companies (including motorway construction leaders), (has experience in FIDIC confirmed in 2008 by SIDIR certificate). He also provides services to pharmaceutical companies, leading IT companies (he participated in one of the largest implementations of a comprehensive management information system in Poland in a power plant complex), publishing, medical, heavy industry, etc.;
b) university lecturer on construction law, contracts in business, international contract law, companies, securities law; lecturer on law to judges, court registrars, attorneys and trainees;
c) author/co-author of publications on contract law, as well as specialist analyses prepared for the Legal Expertise Workshop of the University of Wrocław; author of opinions and expertises on abusive clauses;
d) author of opinions and expert opinions, including those commissioned by the Office of Competition and Consumer Protection (UOKIK);
e) participant in the work of the Polish Banks Association (ZBP), in 2008 awarded the Honorary Badge of the Polish Banks Association;
f) he was a member of the problem-solving teams of the Commission for the Codification of Civil Law operating within the Ministry of Justice of the Republic of Poland, set up to deal with the issue of the implementation of European directives into the national legal order and amendments to the Civil Code;
g) at the European Commission (SANCO Directorate-General for Health and Consumers), he dealt with the implementation of directives in EU countries;
h) Vice President of the Arbitration Court at the Lower Silesian Chamber of Commerce, arbitrator in commercial matters, qualified as an arbitrator in the international European Network for Dispute Resoution (ENDR) system;

Robert Moj
Member of the Board
Robert Moj is a qualified Polish attorney-at-law and a partner at STRUCTURE Drwal Jach Komorowska Moj sp.k. He specializes in the resolution of complex construction and engineering disputes, especially in the infrastructure, energy as well as oil and gas sectors. Robert has acted for a range of project stakeholders including contractors, subcontractors, employers and sponsors in numerous arbitration and litigation proceedings as well as represented them in negotiations and mediations. Robert also provides strategic risk management and pragmatic dispute avoidance advice throughout the execution phase of projects.

Jakub Żelazny
Member of the Board
Jakub Żelazny is an advocate, a member of the Warsaw Bar Association, and an associate with the US-based law firm White & Case in the disputes and arbitration department. He has extensive experience in resolving disputes, primarily construction disputes relating to complex infrastructure projects located around the world, including Europe, South America, Australia and the Middle East, concerning, in particular, road, rail, water, power and airport investments. Jakub helps clients resolve disputes at every stage and in most efficient manner - he is experienced in both litigation and arbitration, as well as conducting negotiations, mediation and conciliation proceedings.

Stanislaw Lach
Member of the Committee
Graduate of law and economic studies, attorney-at-law. Since 2011 he has been managing the CONSTRUCTION Law team at the IURICO Law Office in Wroclaw. Specialist in construction law, administrative law (including real estate) and public procurement. Advises on disputes with ordering parties, provides legal assistance on highway, railroad and cubature contracts. He has represented clients in court disputes (including before the Supreme Court), arbitration, and appeals to the KIO. He is the author of numerous opinions and studies for international companies as well as institutions and authorities in the field of construction law and FIDIC contracts.

Witold Biernacki
Member of the Committee
Graduate of Wrocław University of Science and Technology, Faculty of Civil Engineering. Member of the Lower Silesian Regional Chamber of Civil Engineers since 2005. Qualified with the authorization to manage construction works without restrictions in the bridge specialty and to a limited extent in the construction and building specialty.
He has extensive experience, mainly in infrastructure construction, both in terms of execution and claims management, valuations and contract time analysis.

Michał Drwal
Member of the Committee
Michał Drwal is an advocate and co-founder of STRUCTURE Drwal Jach Komorowska Moj sp.k. Michał specializes in resolving infrastructure and corporate disputes. He has worked - and continues to work - for (among others): general contractors delivering transport infrastructure (roads, railways, public-transport systems); builders of building, industrial, and port facilities; EPC contractors constructing new power units and upgrading existing power infrastructure; and developers of wind and photovoltaic farms. He advises on, and helps parties avoid or de-escalate, disputes during project execution, conducts negotiations, and represents clients in court and arbitration proceedings.
